Proper Fitting of Perlon Cover for Targa Reinforcing Bar (under dash)

The early targas has a reinforcing bar located under the dash. The bar is solid in the core, but has a "U" fitting bolted to the internal frame on both ends, and is covered with perlon.

Does the perlon cover the bolted "U" fittings, or just the solid core, between the "U" fittings? The only photo I have shows the perlon covering the entire thing, but I don't know if the photo is correct.)

Thanks, again, for sharing your collective wisdom.

thank you, 71gold. i re-wrapped my bar, but did not cut away the perlon over the holes, as your photos suggest, and getting the beast re-aligned with the holes has been rough. I will remove it and make the adjustment.

Good effort to keep detail correct always satisfying to know it's right.
What else is in progress for the targa.
I have just recently started this 70S and am in the disassembly phase.
