911 S package: with or w/o front bumper guards?

I am somewhat confused having seen many 911 LWD E and S all with S package: very often the chrome front guards are not installed.
This is not related to US or EU cars, and even visible in the orginal Porsche brochures.

Is someone familar: when were the chrome front bumper guards installed and when not?

I prefer the clean design when the front dumper guards are gone, however a trully original car is always nice to see
