With all the problems listed by OP, not sure how anything represented so blatantly false by seller could be said to be a steal. A crashed car, with some replaced, frozen engine, a swapped speedo... What else?

BaT Description:
This 1969 Porsche 911E coupe was acquired by the selling dealer in 2013 and later refurbished with a repaint in the original Polo Red over a black interior. The 2.0-liter flat-six was rebuilt by Anderson Certified Auto Repair of Omaha, Nebraska, in 2016 and is mated to a five-speed manual transaxle. Additional features include sports seats, 15″ Fuchs-style wheels, and an aftermarket stereo and speakers. This 911E is now offered by the selling dealer with a Porsche Certificate of Authenticity, service records, and a clean Nebraska title.
The body was refinished in the factory Polo Red (6802) during the selling dealer’s ownership. Exterior features include front and rear bumperettes, front fog lights mounted below the bumper, chrome rocker panel guards, and chrome sugar scoop headlights. Fuchs-style 15″ wheels are wrapped in 195/60 Goodyear Eagle HP tires. Disc brakes are fitted at all four corners.
The interior features Recaro-style front sport seats that have been reupholstered by the seller in black leather with corduroy inserts, black carpeting, and black door panels with wood sills on the storage compartments. The stereo system includes a Jensen CD head unit, front Blaupunkt speakers installed in the kick panels, and Pioneer speaker enclosures mounted to the rear deck. The steering wheel fronts VDO instrumentation including a central 8k-rpm tachometer, a 150-mph speedometer, and auxiliary gauges. Just under 85k miles are displayed on the five-digit odometer, approximately 100 of which were reportedly added by the selling dealer after the engine rebuild. True mileage is unknown.
The 2.0L air-cooled flat-six is equipped with Bosch fuel injection and sends power to the rear wheels via a Type 901 five-speed manual transaxle. The engine was overhauled in August 2016 by Anderson Certified Auto Repair of Omaha, Nebraska, and work included replacing the head studs, pistons, cylinders, gaskets, and more. An invoice for the work performed is presented in the gallery. The clutch was replaced at the time of the engine work in 2016. Additional photos of the underbody can be viewed in the gallery. The included Porsche Certificate of Authenticity lists a production completion date of December 3, 1968, the factory colors, and optional equipment.

Good spot, odd to have the date hidden in that line. He’s referring to the third line on the 1st page. “R & R Engine & Overhaul - $546”.
As others have mentioned, this car has been for sale in Nebraska for years. I had called the dealer a few years back when I was looking for a 911E. He seemed courteous but the price just seemed too low to be true so I passed.
