Tire Valve Stem Support - Steel Wheels

I've got a 68 normal with steel wheels. Shouldn't there be a valve stem support/protector on this? I've looked around the forum and can't find a definitive answer. Also, did they use a support wire (ala the 356) on these in 1968?
