If whatever you use to wash your car doesn't work, use a rag sprayed with brake cleaner on the soiled portion and follow up wiping down with vaseline.

I may be wrong, but the strap may have rubbed through the anodizing on one spot.

I'd be wary of teh brake cleaner approach without knowing exactly what surface treatment has been used. There's another organic product around called de-solv-it based on lemon oil that works a treat on my RSR anodized wheels with almost zero effort - spray - paper towel wipe - spray - paper towel wipe - light soap - rinse - dry.
I do hope that strap hasn't damaged the surface though!

I'd just use a mild dish soap and water. Wont harm the surface but should take the grease off easily.
I would be VERY wary of any citrus based products on anodizing...way too acidic.

I would not use normal simple green on anodized aluminum. The purple stuff may be ok.
