That is not the tire date code. Date codes on tires back then were the last 3 digits of the DOT code. I can't see it clearly, looks like '511' or maybe '514'. Tire date codes in those days were the week number followed by the last digit of the year. So 511 would be the 51st week of 1971. Which is consistent with an 11/71 date on the wheel.
