Chain tensioner at safety collar after 15 miles

Seeking experience. Please see photo and arrows.
I heard a resonance noise and opened my chain covers to find my left tensioner down at the safety collar.
I just put these "pro" rebuilt 930 tensioners in and drove 15 miles.
Both were not where I put them with the advised spacer space.
(The collars didn't fail/drop, the shaft plunged down)

I was told to put the collars even higher. (Which didn't seem correct to do)
I was told the oil would expand when hot, and push it back up.

    Currently, I find this problematic.
The chains are so loose. They can deflect the thickness of the chain.

Any advice? It this really that common? Seems off to me.

Right now I just feel lucky that I had the collars on there.

The tensioners weren't rebuilt and/or bled properly.

Yes. It's a fantasy of mine to ship my car to his shop in Texas and have him go through everything and make it right.
