Mystery air snorkel cover? W/S Valve

Over the years I have seen many air snorkels, never one with a W/S shut valve on it though - it looks factory, any ideas of the application? Winter/summer valve? I have seen some older makes other than Porsches with something of this nature, never on a Porsche though. Any ideas?

I have one in my pile also, but don't know what the application was.

It’s the old way VW use to do it. Manual engine pre-heat switch.
