The good news- The fuel gauge is working again.

-I removed the aluminum tube and carefully checked the 3 wires. I discovered the 2 smaller (thinner) wires have small winkles (waves). Almost too small to see, but very evident when carefully running the wires between thumb and finger. I know it came that way because this is the first time its been open.

Hard to see let alone photograph-

-I used a round tool shaft to gently/carefully smooth the wrinkles. Seemed to make a difference in the ease of the float going up and down the wires.

-When I attached the tube again, the float didn't move correctly. I gently bent the aluminum tube in tiny increments until the float moved freely.

    My conclusions-
-yes the float was getting stuck in the aluminum tube preventing it from freely moving un and down. I might have corrected the problem without taking the sending unit apart, gently bending the tube to create free movement.
    - found it very surprising how tiny tube adjustments made the difference.

An epilog to all of this: The 914-6 had the same issue, the gauge level indicated 2/3 full and didn't move. Removed the sending unit like so many times before, again laid it gently against a straight-edge (and it checked out straight).

Suddenly I noticed the top of the sendingunfit was not square/level with the aluminum tube, so I simply pulled the top down and "click". I heard the float travel down the tube.

OK, OK moral of the story be sure to check the sending unit's top, to be square with the tube.
