The half circles line up with the drain holes in the engine lid on the later cars. Does that mean there are no drain holes in the early cars or Porsche goofed and finally realized there would be no drainage with a solid strip of rubber blocking the hole?

On my car, there is drain holes in the lid. I guess they realized it would be a problem.
