    73 handbrake

I got into my handbrakes for an adjustment over the weekend. They worked but more on one side than the other. Now they don't work at all. If I pull hard on the cable at the wheel I get spring tension and return from the spreader. When I turn the adjusters I get full stop at the rotor then back off so it turns easily, maybe four notches. The T in the tunnel is equally adjusted on both cables. It comes to full stop/tension at four clicks of the ratchet and behaves as normal; but no stop. Where am I screwing up? The cables are attached and not broken.

I suspect the spreader on one side of the brake shoes is no longer indexed with the shoes . This happens when you pull on the cable at the wheel .The rotor probably needs to be removed to fix the
    the problem .
