    Definitely an impact bumper bar. The factory nerf bars for '70-73 were individual bars for each side. They attached to the front control arm mount bolt and extended up to the bumper guards. Rather ugly, and probably prone to damaging the bumper on impact. See pic from a BaT auction below.

    The later part should fit on a longhood with the drilling of a support hole in the front bulkhead, but not strictly correct.

    your bar looks exactly like the one on my 8/72 MY73 911E that still has the Factory AC with most of the parts (Date stamps 6-8/72), that came with the car.

    Maybe it was for ROW cars that didn't have the bumperettes? I am tempted if it would provide the protection without those nerf bars. They are not very attractive and mine are half way ground through anyway. Not sure I want to put the bumperettes back on when I paint the car, and I already have a nicer set of bumperettes that don't have the holes in them.
