Turn signal cancelling actuator on steering wheel

For lack of a better term, there is a “shovel” like actuator that extends perpibdicular to the back of the steering wheel that contacts the turn signal switch mechanism on the column.
Given the steering shell can be mounted in two positions, one 180 degrees different than the other, and given the actuator “shovel” is off Center, which is the correct placement of the steering wheel? With the shovel on the right of Center or left of Center?(as viewed from the driver)
