Hardi Fuel Pump and mounting bracket

I can only get the pump to make some very weak noise. I'm calling it a core, even though it looks to be very lightly used.
Can someone explain to me why the Germans would make an exact copy of a Lucas electrical part?

IIRC, it was used in 67 and 68 and maybe 69 911Ts. I willing to be corrected
