Rear fog lights wiring connectors for 1972

The wiring for the fog lights installation for the '72 model year came 'pre-assembled,' if I remember correctly... But when I asked about this, it wasn't clear to me if these cables also came pre-assembled with the cut connection that appears in these images. Was the 'pre-existing' wiring shown in this photo incomplete, or did Porsche provide this 'pre-installation' without the connectors and wrapped in the following way?

Is what is seen in the pictures screws? Could it be related to some rear fog light bracket? Has anyone seen a 1970/72 Porsche with the rear light mounted on the "arm" of the rear bumper?
