    belts

Did the factory cover the reel with a special panel or was it mounted on the outside?

    reel

in 72/73 there was a cover for the reel that looked something like an armrest.

for a 71 targa the reel is under the existing side panel. i assume it is the same for a 71 coupe but am not positive.

Was the reel an option in 69? if so was it mounted on the outside of the panel or was there a special cover?

If the inertia reel is under a cover, then the reel may not need a spacer. I remember seeing a bare body panel on a late 911 and it had a depression or some sort of contour (as I recall) where the reel mounts. I'm sorry, these maybe's aren't really helping anyone.

However, '69 models did not have retractable seat belts (at least not in the USA).
