I'll venture a guess. I can't tell how large or small the item is but maybe a fuel pump bracket?
The placement of the fuel pumps on early cars with the pump in back of the car is less than ideal. Maybe someone relocated the pump? They work work better when they are down low and near the tank.

My car has MFI which had the pump hung from a bracket that was suspended from the underside of the smugglers box floor.
So yes this part was in the pump region but the pump was already taken care of. Unless a PO installed the pump I removed incorrectly.
Was my pump installed incorrectly?
Could this be for carbed cars?
Could this be for AC?
Could this be for a gas heater?
The spacing of the holes in the picture are about 5"

I just looked it up and the fuel pump got moved to the rear of the car in 71' so since your car is a 70' then I guess your pump would have been up front to begin with. So much for my guess.
If it's a 5" space for the holes then it's obviously not a fuel pump bracket.
By the way, I think I have a nice rear license panel for your car.
