How does a car like that not hit $20K?

Just my guess, but maybe the first reason this car isn't going for $20k or more is that while the car is setup as a racer, the engine is only a 2.0 normale, not an S or better. Don't get me wrong because I like the 2.0 liter normale engine alot -for the street. But this car is set-up as a racer and there are many other early 911's that will be packing much more hp.
Second reason is that the car has had a cheap repaint. Just look at the trunk and underside if you want to see what the definition of "overspray" is.
Third, if the intention is to bring it back to the street, pulling out the race tank, race seat, and the roll cage, and replacing these with an original interior complete with dash, interior door panels etc. will be no cheap undertaking. Check Autos International if you want to get an idea of price.
Basically, as I see it, this car is in no man's land: it would cost at least $8-10k to put a good early engine in there to make it race competitive (and probably another $2k to set-up a good front cooling system - race engines run HOT). By the same token, it would cost at least $4-5K in labor and interior work alone to convert the car back to decent street condition.
Then there is the matter of another $5k for a decent paint job....
