Wipers work with ignition off, normal??

Is it normal for the wipers to operate with the ignition off? Mine do.

I think some prior owner may have switched the wiring on my car, as the euro fog light does not work with ignition off, but the wipers do work with ignition off.

I suppose I'll have to crawl under there and have a look see.
