Since those photos are of my car, I think I can speak with some authority.
That's a European front license plate bracket adapted to US plates. There's a novelty license plate with extra holes screwed to the Euro bracket and the US plate attaches to the novelty plate. The brackets are closer to the centerline on my car than they would be with European plates.
That bracket came from Doc & Cy's many years ago. I haven't seen such a bracket for sale for many years. The part number might be 901.701.051.21 "Kennseichenbefestigung vorn für Europa – License plate fastening front for Europe" but my hardcopy parts book doesn't have an illustration.
While I was looking in parts books I noticed post #7. That's what's on my car.

That bracket is solid but it really makes the front plate stand far forwrd. Mine got mangled on my sloped driveway... threw it away and installed the "rear" style instead. Much more discrete. I wish I hadn't used that thing both for aesthetic reasons and for the holes in my bumper !!!

Resurrecting this, I’m staring at all the hardware and a bit at a loss what I’m actually supposed to use?
What a waste of money for something that is so ugly. If you already have drilled holes, buy or make a flat bracket from steel strip, add a backing from aluminum plate for strength, mount your license plate and off you go. Instead of using metal screws or messing around behind the bumper to install retaining nuts, consider installing rivet nuts in the existing holes to simplify your task.

For what it’s worth, I ended up using the metal washer first, then sandwiching the bracket with a rubber washer. Then using the toothed washer on the back to hold the nut.
Side question, how do you rotate images? The pictures look fine on my phone but then get rotated when I upload them??
