I believe up to 12/31/67, no headrests. After that, headrests. My early build '68 has no headrests.
None here...

Euro models no headrests unless optioned that way.
US models were supposed to have headrests beginning with 68 model year per DOT (my dad was an independent dealer at that time) was "my" understanding of the 1968 model year. Independant imports by individuals could bypass headrest regs through 1969 (lets say a soldier brought back a car they had bought in Germany).
My 68 has headrests....

I have a 68 sport seat WITH headrest.

with. it was mandated that cars in 1968 had to have headrests, had to have padded buttons and dash material, had to have break away mirrors, and other safty items. I believe this is standard for all US 1968 model cars, regardless of mfg date.

Hey Harry- My early '68 912 (12800836), per the meticulous hand written notes by the original buyer, had headrests added later that came from a '67 911. They're the optional 356 style that mount through thumbscrew type brackets on the seatbacks. So mine appears to have been delivered without.

ok cool.. mine is 12803656, the wheels and oil cooler are dated 2/68, so i believe thats when it was manufactured. maybe fritter is right, that it is all about when it was built, rather than model year. do you know when yours was built?

Harry- I don't know the date of manufacture but according to the service booklet it's first service was 1/15/68 (652 miles) at Truman Motors in
El Cajon California. It had to have been built in late '67.
