Is Concourse as close to original, or is it buffed out chrome and able to eat off the valve covers.

Concours is how the factory delivered a car. Usually cars are over restored and they are "nicer" than when they were new.

Concourse events and levels within the events vary greatly. They can vary from a "Wash-n-Shine" at the club level to Pebble Beach. One man's prized chrome shift knob is another man's abomination, depending on the event.
Pick a level you are comfortable with and aim your project at that goal or perhaps a little higher.

I'm planning to restore to original. It's just that Porsches look very functional, and don't have a "bling" look under the deck lid. Making sure mine isn't a tired looking car, and looking the way it's supposed to.
I didn't want to put stainless braded hyper alloy tubes where ther weren't needed with shouty fan blades and housing if the car was never equipped with them.

Ways to go:
1. Today's meaning of Concours - just like delivered but better in every way re panel fit, paint surfaces, etc. Cost = $100k
2. "Real" Concours - just like delivered
3. Period Correct - add or delete anything used at about the time the car was manf'd -- maybe even common aftermarket items.
4. Nicely done car w/o too much Bling - may use better engineered parts form later cars (e.g. Al banana arms) or non-Porsche parts (e.g. Racor fuel filters).
5. Hot Rod; Rgruppe type car; Bastard; Outlaw - lighter, more powerful faster than a stock car, even an RS - parts selected or eschewed according to a theme of light and fast (e.g. custom dual plug distributor, EFI & Motec system, BUT probably NOT a Hurst shifter).
