I'd say a Dremel Tool or a Dado setup; *how* you jig it up for that is another matter!
It would be "realtively" easy to do if you could fit it on a Bridgeport. And with enough money I'm sure any shop with a CNC would be happy to cut them for you and they would be symetrical and spaced perfectly.
My guess is that they are not as smooth as they appear from 20 feet.

Cam, for $100 I can send you the template for the openings with a template for the positioning (note the recut lines on the prototype - it took a while to get it right) and these neat-o very exclusive, not to be found on every R Groupe car, cooling ducts for a 911S fiberglass bumper. (Actually you would be paying for the ducts - the templates would be free).
These are for the S bumper only and they have to be bonded to the rear side. It will be a while before the finished bumper is painted, so mock-ups are all there is.
(And if you were to blow up the photo it will get you in the ball park - or take a rubbing of the fog light opening from the steel bumper for a very close shape)

Drill holes first, cut slots:
After the holes are drilled, cut the slots undersized with a coping saw or cut off disk .
Use a 1/4" rod about 12 to 14 long, cover the middle 6" with double sided tape and adhere a wrap of sand paper, 80 to 100 grit. Flat board sanding paper that comes with an adhesive back is perfect. Insert the rod in and out of the holes top to bottom. The sanding action will leave parallel sides - getting them straight up and down is operator skill.

Another point - don't use regular drill bits on fiberglass - the cutting edge will chip and splinter the hole edges. Use a drill like a brad point or the inexpensive flat countersink bit to cut the holes. The fiberglass will dull them very quick so they are expendables.
