Exclamation FRAUD help with bad purchase of a Mystery Pcar

my buddy received a car he purchased on Ebay as a 68 911L with a 912 Turbo motor. He was buying it for the engine thinking he could then resell the body(its very nicely painted and done in a Iroc turbo flavor.
However upon receiving the car we first noticed that it had 3 gauges and an early deep engine latch release cavity??
Upon further inspection the VIN numbers on the bulkhead appeared very wrong in size and spacing plus there was a 1/2 inch wide homemade aluminum plate riveted to the side like a 74up with large gross rivets.

the mystery deepens when we find that the front clip is from a 76 yet no seams at the dash
how could this be?????were there any 76 with only 3 gauges??
a low buck 912E??? the door color plate code is for a 76 color!

the rear never had 911 engine mounts????

So after scraping a little at the bulkhead numbers it appears
that indeed there is a 76 VIN number lead filled and 68 911 numbers punched over it

Question, who do I go to that can attest/certify to this being NOT a bonafide 68 911....oh and BTW the secret dash numbers are illegible.

the seller has acquired a clean Tennessee title in 2002 and I will be filing a complaint with them however I need some sortr of authority on Porsche cars to support my findings and claims.

I have no idea but I would assume that more pictures of the details you mentioned would be very helpful...

notice how wide the boss is where the numbers are stamped, on an early car
the boss is half that width.
the numbers at the tunnel are non existant as that is where the car was
    joined from a 65-66 912 rear clip to a 76 front clip...
however whats with 3 gauges in 76

the only cars that had 3 gauge dashes were 65 and 66 912's

how about a bigger image of the right picture (looks like the dash serial number?) I think your answer and original serial number is in that picture

    Front clip

Do you think a 76 clip was used to repair an early car, and the vin is of the original (rear)?

the front clip is definitely a 76 911 and there are no indications of a dash grafted in this clip, so this is the biggest mystery
this front clip is joined near the rear tunnel access just below rear seat.
the rear is for sure a 65-66 912.

Only the worst piles of you know what got that sort of treatment even back in the day. I doubt any of the recent owners had any idea what year the tub actually is/was. If there were any laws broken, it would have occured back when all that 'glass was glued on. I think your buddy will end up taking his lumps on this one.
