That is a really cool piece of history.
It has to be one of the earliest attempts by the factory to compute performance beyond the stopwatch/slide rule/pen paper.

Can you share a close up of the details referencing IBM?

Flawless 908/3 Scarf. Italian made, hand stitched edges and 100% cotton. I believe it is the car that came 2nd in the Targa Florio in 1970 which had four 908/3 entered and achieved 1st, 2nd, 4th and 5th.

Does anybody know this sign or has seen it before?
It is being for sale locally here in The Netherlands, made of wood and quite big (50"x30")

I have not seen it before and wonder if it is real or a recent product that is popping up.

My guess is that it is recent.
Firstly the font for PORSCHE does not look correct - it is too high or not wide enough. It did not matter if it was in brochures or posters the dimensions were always the same - and not like this piece

Secondly I dont recall ever seeing the badge used like this in any official piece at that time and if it was used in places (like on the side of a race transporter) it did not look like that. This one has the look of a modern (post longhood) badge color wise
