    Under California's new DMV license plate program, you must have both plates.

    Hmm. I'm not sure how you came up with that date. My first car was an 'R' plate issued in '77. And I had another car, purchased and licensed in ~'79, that had a 'W' plate. My guess would be that this is a very late '70s plate, at best.

    My 1972 original California plated 911T plate number is 893 FRZ. I was under the impression that the rule of thumb is the first letter in the second sequence determines the time period of the plate issuance. No?

    and according to the application only black plates with yellow characters may be used - and only for 1963 to 1969 autos. Somewhere on the DMV site I saw information that blue with yellow were not issued until 1970 - but some individuals have claimed that they received that series plate in late 1969 in Southern California. I had a 74 car ending in LCH.

    Correct. My '72 also has blue plates that start with "F". This plate was most likely issued in the very late 70's/early 80's (the year sticker showing was issued in 1980). FWIW.
