I have heard seen and horror stories of sand getting into 356 oil fillers and then destroying engines.

I wouldn't powder coat it-- it's not original and a thick coating is just going to insulate the oil tank from the air, not that there is a ton of radiation, but it makes it worse, not better.
Here is the tank I had modified by FABCAR for my race car- I sent it to Pacific Oil cooler for ultrasonic cleaning and they painted it. Nice, no? Just black paint.

What did FABCAR do to the tank? Add baffles?
As to paint versus powder paint, remember that Fick's law states that the heat flux is proportional to the product of the thermal conductivity of the material (that of the paint) and the temperature gradient. To answer the question conclusively, one would need to know the thickness of the paint and the thermal conductivity.

Looks like they added about 2 or 3 quarts.
To the OP: I've seen powdercoated tanks ... AMAZING!! They were prepped by hand and then plugged and capped to death ... I doubt there was sand blasting involved.
But, when you balance risk/reward, is an engine rebuild a chance you're willing to take?

what about cleaning it out with somthing that will chemically remove rust on the inside, then rinsing out with acetone, and then powdercoat?
