Need help with history on 80's race car

Sorry for the intrusion of an 80's Porsche question but you guys might just be my last hope to solve this mystery. A few members have tried over the past couple of years and I appreciate everyone’s help but we are still at a dead end on this car.

A friend of mine bought a 1984 Carrera race car out of Florida in 2004. It was sold on a Bill of Sale and he was told it had been a race car since new but only came with club history back into the 90's. Foreign Affairs cared for the car during this time. A few years ago he tried to get a C of A for it from PCNA and they came up blank and sent the request to Germany where it died off. The VINs in the trunk and A Pillar are WP0ZZZ91ZES122284.
Porsche claims the last coupe was WP0AB0910ES122282, 2 numbers
prior to this car. The 2 odd things about this chassis are that even
though it has a 12 for the 12th and 13th VIN digits, designating a US
coupe, the A pillar VIN is still WP0ZZZ prefix designating ROW market
car(This would normally be WP0AB0 for a US VIN). We have exhausted
all sources in the US and would like to sort out the origins of this
car. So what does the collective knowledge of the board think? Any help is appreciated!

I'll assume you've been through the always ever-helpful DMV.

Did anyone ever give a reason as to why the search "died in Germany"?
Germans keep an accounting of everything they do.

It would be wise to fully document this car. Please get the engine & transmission numbers from it. There are several instances of cars built beyond the usual VIN range, and in most cases I am aware of they seem to be special cars. This seems true in this case where the ROW / USA coding is contradictory. Photo documentation of the VIN would be nice to have as supporting evidence. Does this car have a Compliance decal, and if so, what is the date on it?

Thanks for everyone’s help so far. To answer Tom's question, first the owner requested a CofA and PCNA told him they could not find anything. I then called and requested a second CofA, this time they called me back 3 months later and told me the request was going to Germany because PCNA had no records of the car. I then called back several times(over a 1 year period) for an update and was told they were still working on it. Years of past so I don't think they worked too hard, thus the request died in Germany.

In the 90's this car got a 964 makeover with a complete repaint so it's hard to determine how it might have been presented in the 80's.

Thanks again for all the help, I'm following up on a couple of leads and will post back any updates if there is interest.

    Best,
    Nick
