How do you tell if a car has matching #s

Is a COA the only way to determine if a car has matching numbers?

Other than the Kardex on which the COA is based, there is no other way of being certain.

The original delivery documents and service folder normally have the engine no. also.

I just ring the local Porsche dealer with the VIN and, whilst they will not tell you the engine no., they will advise if the engine no. you give them is the original one or not. They also have the options etc on file also.

If you're a member of the early S Registry, you get a copy of the Registry every year. With that Registry in hand you should be able to tell if (if you're looking at an S) the engine/chassis that you are looking at fit within the range of other engine/chassis numbers in the database.
