Advice on fender rocker panel fit needed

I am replacing both the rocker and fender panel (piece that back of fender bolts to).
Question is, does the leading edge of the rocker fit inside or outside of the fender panel?
    Hope that makes sense.

    Thanks..
    Mark..

The rocker panel fits INSIDE of the closing panel from the factory.

Some repairs have them butt welded so they are in the same plain and one less overlap seam to collect gunk and rust. Good spot welds and seam sealer should give another 20-30 years use.
    hth.
