    smugglers box rust help

OK, cleaning the metal in the smugglers box and more rust found below the aircon access . Now the floor is done and i'm not replacing the hump , i can't get in through the top with any of the cutting tools i have , so should i multi drill around the panel and once out cut back the rest , refab the panel and refit . Or is there another tool to recommend that will fit to cut the panel out?
