SWT Chrome Tensioner Handles Stuck Open

The chrome curved tensioning handles on my 68 L SW Targa seem to be stuck in the down (non tensioning position). Is there a release button somewhere to enable then to fold upward? Getting ready to put it up for sale. Original paint!

There is a small round plastic stop that should be present on the handle. I found on mine which didn't have the stop, I could open it too far and the screw part would disengage from the part on the upper hoop. This would make it feel like it was jammed. Is this as clear as mud?

Keep us posted on the listing details! I have a 68 SWT as well and would love to figure out where the market is on our cars....not selling, just for interest.

were the handles dis-assembled at one point? could be opened too far or re-installed incorrectly.
