    I don't remember seeing that piece, unless it's a piece of foam or felt. The top horizontal garnish rail goes atop the vertical panel to hide the edge. I'm wondering if #17 is the chrome trim that goes on the body under the quarter window?

    you must be referring to the trim on a 911S garnish rail. The hand drawn picture on that catalog page is very crude. You can see this trim in this picture:
