You are lucky. There are several well-respected builders in the Seattle area, if that fits into "Western Washington" for you. Redmond European and Chris's German are vey well respected. I know a couple of guys who use them for their race cars. John Walker and Akers also know their stuff, but I'm not sure how much they are into doing racing engines, these days. I'm sure they'd be happy to discuss.

We are currently decommissioning a SOVREN 911S Racing car and turning it back into a numbers matching road car. We have everything for the chassis, brakes, suspension, oil system, fuel cell & system, transmission and a legal 2.0Ltr. engine available with low hours. I built the Engine & Transmission. Engine was Dyno tuned by Dick Elvrude and Vintage racing motors.
PM or email me for details bbuschen at comcast dot net

Allan F. at Aase Motors. Best work out there, while not breaking the bank either. We have had 7 race motors built by him (5-2.0L's), never ANY failures.
He is actually rebuilding my 2.4L street motor right now. Super clean and pretty motors.

I recommend "RETRO-SPORT" @ Berkeley, CA. check out their website: retro-sport.com
    It speaks for itself...
Just had my 69E RS clone refreshened the entire undercarriage, eng.compartment with brakes
and suspension modifications and the results is beyond expectations.
Definetly one of the best in the business, and I say that with confidence being a porsche owner
    for 28 years.
