Go to the Oregon DMV website for instructions. You should be able to.

Yes.
Just went through this with two cars, a '60 Roadster and a '66 912. They want a lineage to the original title owner. Assuming your bill of sale is from the current title holder, there are a couple different forms to fill out but it is doable. If the person on the title isn't the person you have the bill of sale from I was told it is very complicated to get an Oregon title.

1966 912. My first car. Bought it Nov. 25, 1988. Still have it.
My experience was similar. I bought a 1960 roadster. Original owner was Bruce Jennings(true story). The car went through several owners as a dedicated race car. I purchased it through an attorney from Bend,OR. No title, but a bill of sale. The process obtaining a title took months though I was able to drive the car with temp registration. The car had to go through the Oregon State Police for background/stolen car search and then inspection for road worthiness. Having a contact person at my local DMV helped the process.

What is it with 60 Roadsters and no titles? Well I'll play too I used a Alabama title service to get one for my 60 Roadster. It was built by Klub Sport as a vintage racer, then ended up with the Emorys. I bought it with out a title, but needed to get it registered because I wanted to use it on the street as a Outlaw. I think it was about $250.

Oh yes, the beauty of Oregon DMV fees. When I moved up here it costs only 89 dollars to register my cars for two years and no smog laws. It doesn't matter the year of the car or make. You just pay 89 bucks every two years. I was paying 4 times that in Cali.

The new fee they have is for classic car registration. If you only drive in "parades" and "club events" you can permanently register your car for a one time fee of $82. My car isn't a daily driver and being a past-PCA region President I am sure I can make any drive I take have some "club event" purpose.
