I believe they act as washers where the screws that hold the window channels in place bolt to the door.....might be off to the right in the photo, or could be '64'

# 64 is at the bottom inside of the door holding the frame in place.
Your right though thay are lock washers for the two bolts that hold the front top of the alloy frames to the door
usually hidden behind 2 rubber plugs
Hex head bolts are on panel 8/7 however washers are not shown anywhere I can find.

Slide in from bottom hole and push up make sure folded edge is facing out at the the bottom as per the pic

The two bolts that install at that point are SHORT! don't remember the exact length but seems like they are shorter than the other similar bolts retaining the window frame. If they are too long they will put pressure on the felt channel.
