Floor gas pedal repair in a 71?

Unfortunately I have to replace the part of the floor panel where the accelerator pedal goes, if someone can help me with some pictures it will be of great, since I dont know if the screws should be welded from the bottom up or a nut on the bottom and screw from the top?

    Thanks.

The pedal is held in with two 6mm screws. Weld the nuts to the outside of the floor and undercoat over them.
