Electrical Question- Dimming and brightening headlights

On my '70 914-6 with the headlights on and driving I noticed that the lights seem to dim and brighten rhythmically like every second or so. I replaced the voltage regulator. Someone else suggested its a bad alternator.

Before throwing parts at it I thought someone may have experienced this symptom before and have remedied it.

Try hooking up a voltmeter to the battery, then bring the meter in the car and go drive it and see what the voltage is doing during these cycles.
