Rocker Panel Screws, Which Size Goes Where?

Am reinstalling the S wide rocker panels and recieved the screw kit from Stoddard. I wasn't expecting to see two different size screws, one very short and one not so. I was expecting the not-so's but where do the little stubbies go?

    Thanks

After doing the math, I believe I figured it out - long ones on the top-most edge and shortys around the bottom and to secure the end caps.
