Can anyone explain this? Possible Factory "Oopsie"?

With my 1972 project that is getting ready for paint- I noticed this possible factory "Oopsie". Its like the painter left something down and painted over it. There is "Silver" overspray under what ever was lightly left there during painting. How did that pass quality control? Anyone see something like this before?

I have seen that before. In '72 and later cars, the front trunk basically just got overspray across the middle section. I guess you weren't expected to pull back the carpet that far.
