bitumen fuel tank pad spare wheel pan

the spare part catalouge shows a part that is no longer available.

it is a kind of self adhesive bitumen mat (i assume)sticked to the spare wheel pan in order to prevent noise or wear.

my question is if this pad was put on the tank after mounting the tank in the car or was that done before.

if it was done before that would mean that you have to cut it otherwise it would stick out a bit.
i took a pic of this area of a 67 912 showing what i consider a debris of the part in question.

i have several swb fuel tanks here but none has this pad.

i dont have an uncoated fuel tank as it was used on very early cars--so maybe the part was just used on the uncoated ones..i doubt cause the 67 912 i took the pic had a coated tank.

on some tanks it appears as if the pad was put on before coating.

    anyone any idea?
