Chin Spoiler on the Andial car

I was looking at No.16 (March/April 2013) of Classic Porsche page 16 and I noticed the forward facing chin spoiler on the Zimmerman Lightweight 911.

I have never seen that type of spoiler before. Does anyone know who sells them or where I can get information about it?
