    From my own culture, could you explain to me why these black plates are specials ?

    It used to be that CA black plates could only be used on vehicles that were registered in the state prior to 01-Nov, 1969 . . . the implication being that such a vehicle was in the state Back Then. In general, CA has milder weather than most places --- little snow/rain in the major metro area + no salt except in the mountains, so . . . a further implication was that such vintage CA cars wouldn't have as much rust and would therefore be in better condition

    Better condition = more $$$

    People who come from Back East always marvel at '. . . all the old cars . . .' that we have out here

    Anyway, CA DMV instituted some changes to their registration policies so that it's now possible to transfer black plates to vehicles that didn't originally have them, as long as the plates are 'year appropriate' for the vehicle. This re-tagging process is called the 'Year-of-Manufacture' program --- YOM, for short . . .

    At the same time, CA DMV is also taking pre-orders for replica vintage tags --- 'legacy' plates is their term . . . so that even '70's-era plates can be re-issued to anyone with an appropriate vehicle . . .

    Kinda dilutes/obscures the whole idea of 'vintage' . . .

    Anyway --- until the legacy program goes through . . . any pairs of currently-un-registered black plates will be in demand for re-tagging older vehicles
