It eliminated critical air flow to motor for cooling, so these could cause motor to overheat.

Not high compression?
The under tray blocks air flow exit. Traps hot air after flow over the cooling fins.
Might not be as big an issue at 3000-3500 but at 6K all the time?

It is 11.3:1 so I would consider it HC.
And yes there is a trade off. Heat vs. aero. Heat equal potential power loss, shorter service life and potential damage. Aero equal potential lower top end speed higher fuel consumption, but it is a spec series and all cars the same. So performance is effected the same for all competitors and service costs reduced by less heat related issues.
Remember part of the reason for the engine under tray was to meet Swiss noise regulations. That issue was not a consideration for racing.
