    Depends on where it was sold and since it was an assembly part, should relate to the invoice/build date. Here's the text from the (coming soon) new book:

    A second type guard which was chrome-plated with a rubber cover and was introduced in October 1965, became standard on 911 and 912 models in the US for 1966 and optional elsewhere.

    Is it covered from which vin it was moved from the red circled area / above the tag to the under the tag?

    April 1965 -- don't have the VIN -- insufficient data.

    300190 (12/28/64) is below but area is not yet raised nor at all numbers through at least 300618.

    You have a point / difference there. The vin number can be under the tag, but the raised area above it.
    May be the question should have been from which vin is the raised area below the ID tag and in the raised area.

    I have no data points between 300618 and 300828, which obviously has the raised area. It is interesting that there is a raised area above the tag on those earlier cars -- but the number isn't there -- it may have not been large enough.

    Hello Brett, my car has latch panel decals. The solex snorkel was sourced only a few years ago and not original to the car.

    A photo from the September 65 Accessories Catalog shows the rubber covered over riders as an accessory planned for about October 65.

    Alex -- that makes yours the earliest I have -- can you provide VIN and/or invoice/build date? Latest Snorkel decal is also October. I believe that nails this change!
