as I understand it the California DMV/Highway patrol assigned it their own internal VIN number at some point in the past. May have been imported from Europe or stolen and recovered.

My brother has my dad’s 69 coupe, that my dad bought new, in California. 50 yrs ago.
Also in California, about 4 yrs ago, my brother had to take the car to the dmv.
And then had to take it to the highway patrol.
CHP took the car around the corner, out of view, to inspect, then an officer riveted a new VIN badge on the car.
My brother was quite angry that they were drilling holes in his car. And they did it inside the door frame.
The government got it completely wrong this time. Thinking the car needed a new VIN.
So sometimes that is the re-VIN. Just people who don’t know what they are doing. Messing with the paperwork.

Curious about when/why CA DMV started/stopped this particular practice --- a drilled/riveted tin tag. When I brought my 356B Roadster in from AZ, circa 1989, all I had was a title + temp AZ reg + proof of insurance + my bill-of-sale. DMV agent asked where the VIN was, so I opened the front compartment + showed him the stamped data plate next to the fuel tank + the stamped number in the front sheet metal . . . had to pull the spare to show it. No problems . . . + no 'assigned VIN'
Not sure who mandates this --- CA DMV or the Feds (or since when) . . . but all registered vehicles are required to have an 'externally visible' VIN --- at least in CA. Don't recall if that '69 that I looked-at above had that or not . . .
. . . but my '70 does --- an personal import, brought to CA, circa 1984
No drilling + no data plate + no 'assigned VIN' . . .
. . . just this adhesive punch-tag on the A-pillar . . .

Here's another example of the California tag as attached to one of the 1999 Ostermeier Gullwing replicas:
California is nuts. In Colorado no externally visible VIN is required. And a '69 would be a Category A collector vehicle, which doesn't require much of anything, including inspection or emissions testing.
Just one more reason to avoid titling/registering a "challenged" car in California.
Those agents of the state couldn't care less whether they adversely affect the value of a collector car.
