IIRC,
This was a 'trendy' upgrade of the late '70s or so to make a small bumper 911 look like a later car.
From memory the kit was sold by Mitcom(where are they now?) and maybe others.
IMHO better left off these days - perhaps not so trendy !!![]()

I had something similar to that on my car, it was the first thing I removed since it was so ugly and melted from an exhaust leak. Looks much better now.
