A little bit messed up here. The label belongs to the 4 way flasher switch in the middle and don't they have all chrome bezels?
The fog lights seem to be the later ones and the wrong loudspeaker holes in the dash top indicates a retrim.

But build in 65... It depends on the country you life in and the system of registration I think.
My 302831 is build November 65 and a 66 model but here in The Netherlands the build date is leading for registration so mine is registered as a 65 here. Don't know about the system is the UK but it might be similar...

In the Porsche 911 Red Book by Paternie VINs for 1965 that were built between 1/65 and 7/65 ranged from 300236 to 303390. VINs for the '66 model ranged from 303391 to 305100.
If the book as accurate then this car is a '65 and there is no fraud.

In the UK, the DVLA (Driver Licensing Vehicle Authority) until 2001 had an annual issue of ther next registration suffix / prefix on the 1st August, following the concept of 'model year' that Porsche had.
Examples, a car manufactured between 1st August 1972 and 31st July 1973 is 'L' (my car), e.g. L123 ABC, and is known in the UK as 'L' registration
A car manufactured between 1st August 1973 and 31st July 1974 is 'M' e.g. M123 ABC and is known in adverts as 'M' registration.
So, if this car was manufactured between 1st August 1965 and 31st December 1965 then it is known as a 1965 car, although it is a 1966 Model year.
The FIA Pre 65 rules I believe meant cars manufactured up to 31st December 1964, and so those would be 1965 Model Year and very rare.
