And shouldn't the front grills be chrome? and the rims around the indicator lights be chrome as well? not sure the factory painted the Aubergine around the instruments either. Can't tell from pictures, but looks like deep 6's - by 72 hadn't they switched to flat 6s?

My 1972 has chrome grills, chrome around the turn signal lights and flat sixes. (although my flat 6 are dated the year after the car, as it came with incorrect deep 6 when I bought it)

Can someone explain to me what this means?....
"This car, built in the '80s East Oakland Style, needs to be returned to the road or track."

...well, finally a question I can answer. Let me make the reasonably good assumption that East Oakland is similar to East Palo Alto (back then). I'm familiar with both, but much more with East Palo Alto where I went to high school. (35 miles apart). Basic idea- take something and turn it into something else - of course, low value into high value.

Also, East Oakland and East Palo Alto semi-industrial - lot's of body shops.

Coming home from school I used to see what appeared to be a Rolls Royce - pretty darn close, but kinda small - upon closer inspection it was a modified Valient. So, likely the Porsche in question was a "body man's" version of the "latest and greatest" East Oakland style.

    What a mess.

There are so many things wrong with this car it is quite apparent whoever was acting as project manager had no idea what they were doing.
However, my greatest concern would be what looks like a glass-beaded engine case.

With the information available online regarding authenticity, there is no reason why even an amateur can't oversee a proper and correct restoration these days.

Ah, but it has a shiny coat of paint, a numbers matching shell of an engine and those 'Fuks' wheels, all the collectors want that...

Who in the name of all that is Holy let someone loose with a media blaster? Glass, Black Aluminum Oxide etc. etc. can find places you couldn't imagine. Even if they took all precautions to keep it clean they did a real disservice by not having it "tumbled" instead.

As it is Billy-Ray-Bob damn near blew the numbers off the pad. Turn the pressure down; It doesn't take a lot.

    I may have nightmares.
