It is part of the main harness and the parts are not sold separately, AFAIK.

No the car had no grommets there at all when i got her just silicon
Really stuck now, i can't start putting the engine in until i get the main wiring harness over the torsion tube, and i've had no luck finding a Grommet for it.
Some one suggested i try the latter Part number i think 76 999.702.044.50 which won't fit, any other suggestions???
Anyone who's restored one, what have you used???

I think you answered your question, no grommets, just silicone. I don't think there was ever a separate boot there, just some sealer globbed on. I think the rubber sleeve over the harness was just pulled over the bulkhead nub. At least I have never seen a separate boot used there. Don't remember for sure about the starter cable, it may have had a grommet, if so a generic one will work there.

Thanks I found and purchased a grommet for the starter cable. I assumed that the main harness would also have one as the hole is the same, in that it has a lip.
With reference to the sleeve pulled over the lip, the protective sleeve on the loom that I just put back in is one piece from the front of the tunnel to the plugs in the engine compartment.

What year car are you working on? On 70 -72 cars I've done there is a rubber/vinyl sleeve that goes over the harness from the engine bay to the bulkhead. On my 67 (pictured) there was also a sleeve albeit slightly different diameter that is shown here being replaced.
